In 1995, the Texas Legislature created the Public Education Grant (PEG) program [TEC §§29.201 - 29.205]. The PEG program permits parents with children attending schools that are on the PEG list to transfer their children to other schools. This letter is to serve as parental notification of the appearance of Hilliard Elementary School, Rogers Elementary School and North Forest High School on the PEG list for the 2012 – 2013 school year.
The Public Education Grant list identifies schools at which 50 percent or more of the students did not pass TAKS in any two of the preceding three years (2009, 2010, or 2011) or were rated Academically Unacceptable in either 2009, 2010 or 2011. Each school will be addressing curricula issues with tutorials after school along with other interventions and strategies. Parents are encouraged to communicate openly with teachers to ensure students are achieving at the necessary level to perform well on TAKS for grades 10-12, the new STAAR assessments, grades 3-8 and STAAR End of Course (EOC) for grade 9 in order to meet graduation requirements.
Parents under the PEG program can transfer their child to another school within the district. Under the PEG inter-district transfer provision, a parent may make an application to attend a campus in any other school district for the 2012-2013 school year. Please note that districts are not required to provide transportation for students who transfer to another district under the PEG program.
In addition, a school district is entitled to accept or reject the application for the student to attend school in that district but may not use criteria that discriminate on the basis of a student’s race, ethnicity, academic achievement, athletic abilities, language proficiency, sex, or socio-economic status.
Parents wishing to obtain a transfer must contact the district the student desires to transfer to, in writing. This letter, as well as the PEG list, provides adequate justification for the transfer request. The Peg list may be found at http://ritter.tea.state.tx.us/perfreport/peg_faq.html
